Qualification Statements are requested for Construction, Engineering, and Inspection Services for Water Conserv II Construction Projects for the City of Orlando and affiliated agencies. Three projects are scheduled to enter the construction phase within the next five months: Equalization Pump Station Improvements, BNR System Blower Improvements, and Compressed Air (Big Bubble) Mixing System Improvements at the Water Conserv II WRF. Interested firms must be qualified and registered in the State of Florida as of the submission due date. Consultants must maintain updated contact information in the City’s e-Procurement Portal and are responsible for obtaining and submitting any addenda. Utilization of Veteran Business Enterprises (VBE) as sub-consultants is encouraged and will be favorably considered. All prepared documents and work papers may be reused by the City. The City reserves the right to waive informalities, reject any or all Qualification Statements, or re-advertise. McLeod Road, provides service to a majority of the southwest section of Orlando. The WRF is currently permitted to treat 25 million gallons per day (mgd) annual average daily flow (AADF). Three (3) projects at the facility are planned to start construction phase in the next 5 months, as follows: Water Conserv II WRF Equalization (EQ) Pump Station Improvements (see Exhibit 1); Water Conserv II WRF Biological Nutrient Removal (BNR) System Blower Improvements (see Exhibit 2); Water Conserv II WRF Compressed Air (Big Bubble) Mixing System Improvements (see Exhibit 3) (Collectively, “Projects”) The scope of services consists of Construction Engineering and Inspection (CEI) services required to manage, inspect, monitor, review, record and provide recommendations for the construction Projects. These services may include, but not necessarily be limited to, the following tasks associated with the Projects improvements: Construction Contract Management; conduct pre-construction conference and construction progress meetings; review and execution of pay applications; installation inspection; measuring daily work and keeping daily diaries; materials testing during construction and coordinating scheduling such testing; review of baseline and monthly progress schedules; review of Request for Information (RFI) responses; review of proposed substitutions: review of equipment shop drawings; review and execution of change orders; review of as-built surveys; review of Operation and Maintenance (O&M) manuals; equipment st Water Conserv II WRF Equalization Pump Station Improvements (Exhibit 1): Estimated Notice to Proceed (NTP) May 2026, 24-Month Contract Time Method of contractor selection has not been determined at this time.
