The project consists of roadway improvements along Bay Avenue as indicated on the plans. The work includes the furnishing of all labor, materials, and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The work shall be completed within one hundred eighty (180) calendar days of the Contractor's receipt of written Notice to Proceed. Bidders must use the prepared proposal form contained in the Contract Documents. Each proposal must be enclosed in a sealed envelope addressed to the Owner and marked with the contract number and project name. Each bid must be accompanied by bid security in the form of a bid bond or certified check made payable to the Owner in an amount equal to 10% of the total bid (with minimum and maximum limits), a Certificate of Surety, an Ownership Disclosure Statement, and a Non-Collusion Affidavit on the provided forms. Public Works Contractor Registration and a Business Registration Certificate are required. Compliance with the New Jersey Prevailing Wage Act is required. The Owner will award the contract to the lowest, responsive, responsible bidder but reserves the right to reject any or all bids or waive minor irregularities. Successful bidders must submit project workforce reports, bonds, and proof of insurance before contract execution. All relevant Federal and State laws and regulations must be followed. Any challenges to bid specifications must be made in writing at least three (3) business days before the bid opening date. Printed or emailed contract documents are available from the engineering firm listed in the documents for a fee or free by email. No interpretations of the meaning of the Contract Drawings, Specifications, or other Contract Documents will be made to any bidder orally. Any request for interpretations shall be made in writing, addressed to Mr. Gregory Schneider, Kates Schneider Engineering, 215 Route 9 South Box 10, 2 nd Floor, Marmora, NJ 08223, or by email sent to info@ksecivil.com, and to be given consideration, must be received at least ten (10) days - Saturdays, Sundays and holidays excepted - prior to the date fixed for the opening of bids.
