Site work and paving for a mixed-use development in City of Wilkes Barre, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; road / highway; for paving for a road / highway; and sidewalk / parking lot.
The Plains Township Board of Commissioners, in cooperation with the Luzerne County Office of Community Development, seeks bids for the 2026 Community Development Block Grant Paving Project. The work generally includes the full width milling of bituminous concrete roadways, placement of a bituminous concrete wearing course, and all incidental work related thereto. All construction work is included in one Prime Contract on a lump sum and unit price basis. Each bid must include a Bid Security equal to 10% of the maximum bid price along with all required forms, statements, affidavits, and certifications as listed in Article 7 of each Bid Form. Bidders must comply with the Labor Standards, Wage Determination Decision, and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor, as well as the minimum wage rates for laborers and mechanics under the Davis-Bacon and Related Acts. Non-discrimination requirements are enforced as per Executive Order 11246, including specific goals for female and minority participation in the construction workforce. Section 3 of the Housing and Urban Development Act of 1968 and related regulations also apply. Contractors are required to utilize minority and/or women-owned businesses to the greatest extent feasible. The successful bidder must furnish Performance and Labor and Material Payment Bonds each equal to the contract price. Plains Township reserves the right to reject any or all bids and to waive informalities in the bidding process. Bids may be held for up to sixty days for review and qualification. Question Deadline 03/30/2026 at 4:00 PM ET Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Architect/Engineer in writing via the selected Electronic Document & Bid Management and Procurement Service using the appropriate Question tab. Questions received less than forty-eight (48) hours prior to the date and time for opening of Bids may not be answered.
