The Capital Regional District (CRD) is seeking services for a waste composition study at Hartland Landfill. The Environmental Resource Management division manages municipal solid waste (MSW), operating the landfill, curbside blue box collection, depot recycling, and waste reduction programs. The study will inform the CRD's efforts to minimize waste disposal and maximize diversion, aligning with the 5R hierarchy: Reduce, Reuse, Recycling, Resource Recovery, and Residuals Management. The CRD has introduced new disposal bans and adjusted fees to incentivize source separation since the last study. Bidders must submit their technical and financial proposals separately as PDF files, electronically to the specified email address, ensuring receipt before the stated closing date and time. Proposals or amendments by fax are not accepted. Delays caused by computer issues will not be grounds for deadline extensions. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
