The project includes construction of approximately 2,000 square yards of taxilane and apron pavement, 12,000 square feet of pre-engineered metal hangar with internal buildout, with associated parking, utility service lines, and grading and drainage improvements. Proposals must be accompanied by a cashier's or certified check or bid bond in an amount not less than five percent (5%) of the total maximum bid price as a guarantee. The successful bidder must furnish a performance and payment bond in the amount of one hundred percent (100%) of the contract price from an approved surety. All bidders must make good faith efforts to subcontract to small business concerns owned and controlled by socially and economically disadvantaged individuals. Bidders must be licensed under Arkansas law. Various federal requirements apply, including Buy American Preference, Trade Restriction Certification, Disadvantaged Business Enterprise, Davis-Bacon Requirements, Procurement of Recovered Materials, Debarment and Suspension, and Lobbying and Influencing Federal Employees. Bids must remain in effect for 120 days after the bid opening date. The City of Rogers, Rogers Executive Airport reserves the right to reject any or all bids, to waive irregularities, and to reject nonconforming, nonresponsive, or conditional bids.
