Trout Unlimited is requesting sealed bids for the removal of a culvert restricting fish passage in Beaver Creek, the restoration of the creek channel, and the construction of a new bridge to access properties previously served by the roadway over the culvert. The selected contractor will remove the existing 48-inch diameter, 26-foot-long corrugated metal culvert; fill the scour pools with specified materials; restore the stream bed by removing fill placed during the culvert installation and placing new clean material per the plans and specifications; and construct a new 45' x 14' single-span bridge. The bridge will have a single-lane concrete deck supported by four wide-flange main beams, resting on cast-in-place concrete abutments outside of the creek channel, with WSDOT compliant guardrails and a new security gate on the access road. The work includes all necessary site work, preparation, restoration, permit application and fees, channel diversion, removal of culvert and fill, grading, streambank restoration, transportation of materials, installation of abutments and bridge, approach construction, and removal of demolition materials. The contractor must furnish all mobilization, labor, tools, equipment, materials, building permits, and all related site work for construction and final certification of the Beaver Creek Fish Passage Improvement Project at Stonewater Ranch. Bid proposals must be accompanied by a deposit equal to at least 5 percent of the bid amount, and the successful bidder must furnish satisfactory performance and payment bonds. The award will be made to the lowest responsible bidder deemed responsive by the Sponsor, based on both mandatory and supplemental criteria. Trout Unlimited reserves the right to reject any or all bids and to waive irregularities in the bid or bidding. Portions of this project are funded by conservation-focused groups and agencies, and the contractor's efforts must be mindful of these interests. Quality and timely completion are important, and failure to meet project permit requirements or work with the sponsor on necessary modifications can be grounds for contract termination.
