Site work and new construction of a multi-residential development in Lake Elsinore, California. Completed plans call for the construction of a multi-residential development; and for site work for a multi-residential development.
License Requirements Contractor shall have a Class "B" or a Class "A" or a combination of Specialty Class "C" licenses. Liquidated Damages $1,000/day Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% Question Deadline 04/23/2026 at 2:00 PM PT The contractor will furnish a proposal and price for all materials, labor and equipment to complete the job and deliver the scope of work for the buildings complete mechanical systems. The contractor must familiarize himself with the site, all details of the work required, and existing conditions. The contractor must be an entity going for at least 3 years, and produce a valid certificate of liability insurance, labor and material and performance bonds which must be on hand before work begins. The Contractor shall perform on the site, and with its own organization, work equivalent to at least 100% [one hundred) percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction, and the City determines that the reduction would be to the advantage of the City. All work will be permitted and inspected through the City of Lake Elsinore Building Department. General Requirements: o Mobilization & Demobilization Including Construction Schedules o (Not To Exceed 3% of Total Bid) o Labor Material Bond and Performance Bond o Heating and Cooling Equipment (central HVAC units, heat pumps, or furnaces and air conditioners) o Ductwork (supply, return, and exhaust ducts including insulation and sealing) o Ventilation Systems (exhaust fans, fresh air intake, and associated controls) o Thermostats and Zone Controls (programmable or smart thermostats for each unit or zone) o Grilles, Registers, and Diffusers (for air distribution throughout apartment units o Refrigerant and Condensate Piping (including insulation and routing) o Condensing Units and Air Units (as required) o Equipment Supports and Vibration Isolation (roof curbs, pads, and vibration dampers) o Controls and Safety Devices (smoke detectors, pressure switches, and emergency shut-offs) o Testing, Adjusting, and Balancing (TAB) of the complete HVAC system o System Commissioning and Owner Training The City of Lake Elsinore is building a 16-unit senior housing apartment project totaling over 17,000 square feet. The project will include the construction of two main buildings (Building A and B) with a total of 16 apartment units on a .53-acre parcel of vacant land at the corner of North Riley Street and West Heald Avenue. This property is ideal for a senior housing project. The land is vacant and in close proximity to Main Street businesses make it ideal for the housing project. Notes This project is being financed with funds from the American Rescue Plan Act (ARPA) and subject to certain requirements including: compliance with Section 3 (24 CFR Part 135) Economic Opportunities requirements; payment of Federal Davis-Bacon prevailing wages; Federal Labor Standards Provisions (HUD 4010); Executive Order #11246; and others. Information pertaining to the Federal requirements is on file with the County of Riverside Housing and Workforce Solutions. Qualifications: All Bidders Must Be Licensed, Qualified, and Understand How to Identify the Most Effective and Efficient Construction Methods to Complete the Project. Anticipated Contract Time: At Different Intervals Within a Total of 60 Days From Notice to Proceed or Letter of Intent The City Council Reserves the Right to Reject Any or All Bids, to Waive Any Irregularities in a Bid and to Award the Contract as May Best Serve the Interests of the City.
