Washington Parish Government solicits sealed bids for an Asphalt Overlay improvement project involving the rehabilitation of several existing roads in Washington Parish. The project includes asphalt patching, cleaning and sweeping, asphalt overlay, shoulder material, and associated appurtenances. Sealed bids must be addressed to Washington Parish Government and delivered to 909 Pearl Street – Administrative Office Conference Room, Franklinton, LA 70438. Bids received after the specified time and date will not be considered. Hard copies of the plans are available through the Office of Public Works. Validation of the contractor’s license and classifications will be made prior to release of bid documents. Contractors must be licensed under LA R.S. 37:2150-2164 for Highway and Street Construction (other classifications may be considered at the owner's discretion). All bid documents must be sealed and clearly marked with the project title, project number, contractor’s name, and Louisiana contractor’s license number. The owner reserves the right to reject any and all bids for just cause, as per Title 38 of the Louisiana Revised Statutes. All provisions and requirements stated in the bidding documents will be enforced without waiver. Each bidder must submit a bid security of at least five percent (5%) of the total bid price, using the specified form and per the conditions in the Information for Bidders. Sureties used for bonds must be acceptable under the U.S. Department of Treasury Circular 570. No bidder may withdraw a bid within forty-five (45) days after the bid opening date. Minority, female-owned, and Section 3 (parish/local) contracting firms are encouraged to submit bids.
