Sealed bids will be received for furnishing all labor and materials and performing all work connected with the Runway 14-32 Pavement Reconstruction and Runway Safety Area (RSA) Improvements Project 2 and Taxiway A Relocation. The project consists of two principal bid schedules: one for the Runway 14-32 work and one for the Taxiway A Relocation work. These schedules are intended to be awarded together but tracked separately due to different grant funding sources. Each bid schedule may have additive alternates, which may be included as funding allows. The Runway 14-32 Reconstruction and RSA Improvements involves completing the reconstruction of over 2,400 linear feet of the runway's central portion and re-grading associated Runway Safety Areas to a 500-ft width. Approximately 300 feet on the intersecting Runway 1-19 are included. Additional work includes storm drainage improvements, runway edge lighting improvements, internally lit signage relocations, and new supplemental wind cones. Additive alternates include improvements for a new airfield lighting vault, backup power generator, and airfield lighting equipment storage space. The Taxiway A Relocation includes removing an approximately 2,500-foot taxiway corridor and building a new 3,400-foot taxiway alignment avoiding mid-runway crossings. This includes construction of the new taxiway, storm drainage improvements, taxiway edge lighting, and internally lit signage. New runway crossing locations will have elevated and in-pavement Runway Guard Lights (RGLs), with additive alternates for additional RGLs at up to five other intersections. Mandatory pre-bidding conference attendance is required. Each proposal must be accompanied by a Bidders Bond or certified check for at least 5% of the total bid. A 100% Contract Bond will be required. Proposals must be sealed, include contractor licensing details, and be labeled appropriately. All bidders must follow the instructions for preparing bids as per the Project Specifications and supply required information within specified time limits. Bidders must have the necessary equipment ready to begin work as soon as notice is given and complete the work within the specified time. Examination of the plans, specifications, and work site is necessary before proposal submission. Award is contingent on the availability of funds, and the Authority reserves the right to reject any or all bids, waive informalities, and accept any bid it deems in its best interest. Bidders must be licensed contractors and comply with wage and labor requirements, including paying minimum and federal prevailing wages. *The value for this project is based on a financial range.
