Site work and paving for a mixed-use development in State College, Pennsylvania. Completed plans call for site work for a road / highway; and communication facility.
This project involves the assessment of existing conduit, installation of new conduit, installation of owner supplied fiber optic cable, breakout boxes, and switches, traffic signal upgrades including pole, signals, wiring and detection, implementation of command and control, and related work for 22 signals in the downtown area along College Avenue, Beaver Avenue, Atherton Street, and Park Avenue. Contractors must be PennDOT prequalified for the work being performed. The project is subject to Pennsylvania Prevailing Wage Rates. Specifications and proposal forms may be obtained at the office of the Borough Engineer. There is a $30 deposit fee for a hard copy of the forms, refundable if all forms, including plans, are returned clean and intact by the date and time of bid opening. Contractors may also obtain bid packets electronically by calling the Borough. Bidders who received plans and specifications from any place other than State College Borough must call the Borough to register as plan holders. Bids must be sealed and plainly marked on the outside with the project number and addressed to the Borough Manager. Each bid must include a non-collusion affidavit and a certified check or bid bond in the amount of ten percent of the amount bid, payable to the Borough of State College. All bids will be presented to the Borough Council at a public meeting, and the Council may accept, reject, or hold bids for a period of 45 days from the date of bid opening. Bids are to remain irrevocable for 45 days unless delayed due to the required approval of another government agency, sale of bonds, or award of a grant, in which case, bids shall be irrevocable for one hundred twenty days in compliance with Act 317 of 1978. Question Deadline 03/27/2026 All questions pertaining to the meaning or intent of Bid Documents shall be directed to the Borough Engineer no less than 4 business days before the Bid Opening date. Questions received after this date will not be answered.
