The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in these specifications and shown on the plans for the FY 2025 CDBG Unprogrammed Road Improvements – Cumberland Court, Contract No. 2026-1. The approximate estimated item quantities are: mobilization, clearing site, construction signs, traffic cones, drums, uniformed police traffic directors, hot mix asphalt milling (3" or less), hot mix asphalt 9.5M64 surface course (2" thick), hot mix asphalt pavement repair (if and where directed), replacement concrete driveway apron (6" thick, reinforced), hot mix asphalt driveway repair (9.5M64 surface course, 5" thick), Belgium block curb, replacement concrete sidewalk (4" thick), detectable warning surface, topsoil (4" thick), hydroseeding, reset manhole casting, reset utility valves, reset inlet casting, asphalt price adjustment, fuel price adjustment, and contract closeout documentation. Bidders are required to make bids on the standard proposal form in the designated manner. Bids must be enclosed in a sealed envelope bearing the name and address of the bidder and the project name, addressed to the Borough Clerk's office. Each bid must be accompanied by a certified check, bid bond, or cashier's check for ten percent of the total amount bid (not to exceed $20,000). All bid guarantees must be accompanied by executed consent from an approved surety company licensed in the State of New Jersey, agreeing to furnish the required performance and maintenance bonds upon award of contract. Additional requirements include compliance with New Jersey Local Public Contracts Law, Affirmative Action Regulations, Community Development Block Grant Program Regulations, and Federal Labor Standards Provisions. The Borough of Paramus reserves the right to reject any or all proposals and to make awards to the lowest responsible bidder.
