Work consists of the reconstruction of the windcone project at the Van Wert County Regional Airport, including removal of the existing windcone and installation of a new windcone at a new location, along with necessary incidentals to complete the work as detailed in the contract drawings and documents. The contractor must provide all labor, equipment, and material required to complete the project. Instructions to bidders include: - Bids must be properly executed and addressed to the specified location, together with all required bid forms, specifications, and legal documents. - Bidders must be plan holders of record, having obtained contract documents through the engineer’s office. - A bid bond or certified check equal to ten percent (10%) of the total bid is required. - Performance and payment bonds, each for 100 percent of the contract price, will be required. - Each bid must include the bidder’s financial statement, statement of experience, proposed plan(s) for performing the work, and available equipment. - Wage rates must comply with the most recent Wage Rate Decision of the Secretary of the U.S. Department of Labor. - The Owner reserves the right to waive informalities, reject any or all bids, and to award the contract to the bidder most advantageous to the Owner. - No bids may be withdrawn for sixty (60) days after the bid deadline. - The project is subject to federal equal opportunity and nondiscrimination requirements. - Disadvantaged Business Enterprises will be afforded full opportunity to submit bids and will not be discriminated against based on race, color, sex, or national origin. nterpretation of Documents: If any person contemplating submitting a proposal is in doubt as to the true meaning of any part of the drawings, specifications, or other Contract Documents, or finds discrepancies in or omissions from the drawings or specifications, he may submit to the Engineer a written request for interpretation or correction thereof. The person submitting the request will be responsible for its prompt delivery. Any interpretation or correction of the Documents will be made only by addendum duly issued and a copy of the addendum will be mailed or delivered to each person receiving a set of Contract Documents. Neither the Owner nor the Engineer will be responsible for any other explanations or interpretations of the contract documents.
