The project consists of locating (both horizontally and vertically) various underground utility lines at various locations using a non-destructive vacuum excavation method. The work includes providing traffic control, securing encroachment permits, obtaining approval of a traffic control plan from the City of Oakland, restoring disturbed roadway pavement, cleaning the site, and performing miscellaneous work. All labor, materials, tools, equipment, workmanship, transportation, and services necessary to complete the project are required. Bidders must comply with all Local, State, and Federal laws and wage requirements, and must be properly licensed. Bidders must submit valid Certificates of Reported Compliance with the California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets Regulation for themselves and their listed subcontractors. Bids from prime contractors not attending the mandatory pre-bid networking/contractor conference will be rejected. The District strongly encourages participation by disadvantaged/minority/women-owned business enterprises and the hiring of apprentices residing within Alameda County. The Board of Supervisors reserves the right to reject any or all bids and any or all items of such bids. Pre-bid-Bid Proposals from prime contractors that fail to attend this mandatory pre-bid networking/contractor conference will be rejected. The project site is opened to the public, and prospective bidders can view the project site at their convenience. Viewing of the project site is not mandatory; however prospective bidders are encouraged to attend to familiarize themselves with the existing site conditions.
