The City of Wessington Springs, South Dakota is requesting bids for the application of approximately 35,000 square yards, plus or minus, of asphalt and aggregate surface seal. The work must comply with South Dakota Standard Specifications for roads and bridges, 1990 edition, Section 360. Chips must be evenly and uniformly spread using a self-propelled or truck-driven hopper machine at a rate of 35 lbs. per square yard. No rotor spreader will be allowed. The city will sweep gravel and debris from the streets, and the contractor will be responsible for further street cleaning with a rotor-powered broom as required in Section 360. Option 1: Contractor to furnish all necessary equipment, labor, signs, flags, safeguards for traffic safety, and all required supplies including South Dakota State Code Class Modified 2A 3/8ths DOT Pink Quartz Chips (applied at 35 lbs./sq yd) and MC-800 or MC-3000 oil (at 0.40 gallons/sq yd). Option 2: Contractor to furnish all necessary equipment, labor, signs, flags, safeguards for traffic safety. South Dakota State Code Class Modified 2A 3/8ths DOT Pink Quartz Chips to be supplied by the City from their stockpile (35 lbs./sq yd). Contractor to supply oil (MC-800 or MC-3000) at 0.40 gallons/sq yd. All bids must be sealed and marked "Surface Seal" and accompanied by a certified check, cashier’s check, or draft (5% of bid amount) from a South Dakota bank, or a bid bond (10% of bid amount). The completion date is September 30th, 2026, unless prior approval is obtained from the Street Superintendent. A penalty of $100 per day will be assessed after the completion date. The City Council reserves the right to accept or reject any or all bids.
