The Western Virginia Water Authority (hereinafter referred to as the Authority) is requesting sealed bids from qualified contractors to provide Mowing and Ground Maintenance Services in accordance with the specifications contained in this Invitation To Bid (ITB). It is not the intent of the specification to be proprietary or to exclude any company or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order. Award will be made to the lowest responsive and responsible bidder in accordance with the requirements of the Virginia Public Procurement Act (2.2-4300 et seq.). The Authority reserves the right to waive informalities and irregularities in bids and to accept or reject any or all bids to the extent permitted by law. If the lowest responsive and responsible bid exceeds available funds, the Authority may negotiate with the lowest responsive and responsible bidder in accordance with Virginia Code 2.2-4318 in order to obtain a contract price within available funds. Such negotiations may include modifications to the scope of work, including adjustments to mowing frequency or service locations. It is the intent of the Authority to establish a contract for a period of one (1) year, with the option to renew the contract for four (4) additional one-year periods, for a maximum contract term of five (5) years, subject to annual review and mutual agreement of both parties. It is the responsibility of the bidder to ensure that their bid is received at the above address prior to the deadline. Late bids will not be accepted.
