Contractors may examine or obtain optional paper sets of proposal forms, plans, and specifications from the city. All bids must be made online at the QuestCDN bidding site. Only online electronic bids through QuestCDN will be accepted. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Each proposal must include a certified check or bid bond payable to the City of Minnetonka in the amount of five percent of the bid as a guarantee the bidder will enter into a contract with the city if awarded. The city reserves the right to accept or reject any or all bids and to waive minor irregularities.
