The contractor shall provide all equipment, materials, and labor to replace the on-site septic system according to the approved septic design by Environmental Systems. The contractor must ensure a complete and functional system, have the existing septic tank pumped and crushed or filled (up to 2,500 gallons), complete the tank abandonment form, and submit it to the Project Coordinator. The contractor is responsible for obtaining permits, coordinating and scheduling inspections, notifying the Project Manager and IHS Engineer prior to installation, providing As-Built System drawings, and completing all required repairs and site restoration. Final payment is contingent on successful inspection, completion of all punch list items, and submission of lien waivers. Contractor responsibilities include tree and vegetation removal within the project area, following all MN Chapter 7080 procedures, providing and installing specified filters and alarms, making all necessary electrical connections and trenching, and ensuring all yard and property repairs caused by installation are completed. All required taxes and fees must be included in the bid. No substitutions for specified products will be allowed. Instructions to bidders state that all required forms, licensing, and insurance documents must be included with the proposal. Bids must be mailed and properly labeled. Contractors must comply with Davis Bacon wage requirements, all employment regulations of the Mille Lacs Band of Ojibwe, and ensure timely receipt of bid submissions. Proposals not meeting these requirements will be rejected. Firms must be licensed with the Mille Lacs Band of Ojibwe, and contractors must be MN licensed septic installers.
