The City of Gallatin seeks professional engineering consulting firms to provide engineering services for design, preparation of final construction plans, and quantities for CDBG Public Improvements. The selected firm will provide preliminary engineering, advise on right-of-way acquisition, and deliver final engineering for sidewalk, curb, and gutter improvements on specified roads. The project scope includes preliminary engineering and environmental investigations, project survey, preparation of preliminary plans, right-of-way services as necessary, preparation of construction plans, construction estimates, and bid documents. The project covers construction and/or reconstruction of sidewalks, crosswalks, drainage improvements, and ADA accessibility. All applicable Federal and State regulations and requirements, including Davis-Bacon, must be followed. Professional consulting firms and sub-consultants must be on TDOT’s pre-approved list with the Prime having unlimited status. Instructions to bidders: Submit five bound copies of a Letter of Interest and Statement of Qualifications (SOQ) on 8 1/2 x 11 paper and one digital PDF copy. The letter should indicate the scope of services to be completed by any sub-consultants. SOQs must be no more than 10 pages, include a letter of interest, and contain information on firm experience, staff qualifications and availability, past experience with TDOT/LPA/other clients, project approach and timeline, and staff capabilities of the prime consultant. SOQs not in the required format will be rejected. The evaluation is based on experience, credentials, staff qualifications and availability (30%), past relevant experience (20%), project approach and timeline (25%), and staff capabilities (25%). The City of Gallatin reserves the right to reject any or all SOQs, waive informalities, and negotiate changes in the scope of services.
