The scope of work involves a Job Order Contract (JOC) for roadway related construction. Interested and qualified firms or persons are invited to provide services related to roadway construction as specified. Instructions to bidders include the requirement to submit bids electronically through the City’s e-bidding service provider, DemandStar (soon to be Euna OpenBids). Guidance on registration and navigation of the e-bidding platform is provided. Bids must be received electronically via the specified platform by the indicated deadline. Bidding documents and any addendums are available through the City’s e-bidding service or the Purchasing Division’s webpage. For contracts exceeding $5,000, the successful bidder must provide a sworn affidavit affirming no employment of unauthorized aliens and documentation of enrollment and participation in a federal work authorization program for employees working on the contract. Documentation must be from the program provider. A signed and notarized Work Authorization Affidavit and the Electronic Signature Page from the E-Verify program are to be provided prior to contract issuance. Prevailing wage requirements apply for public works construction projects valued at more than $75,000. The contractor must comply with the prevailing wage law of the State of Missouri, including paying the most current area wage rates at the time the work is performed. The City encourages participation of DBE, MBE, and WBE prime, general, and subcontractors in submitting responses.
