The New York State Thruway Authority seeks to retain an engineering firm to provide construction inspection services for various projects in the Syracuse Division. The agreement may cover asphalt pavement reconstruction, resurfacing and repairs, Portland cement concrete pavement reconstruction, bridge work, culvert cleaning and replacement, retaining wall rehabilitation, sign structure repairs, pavement markings installation, drainage improvements, highway safety improvements, Intelligent Transportation System (ITS) repairs and installation, facility repairs, emergency work, material testing, permit (utility) work, work zone traffic control, shop drawing review, plant and material inspection, and possible nighttime inspection. The consultant may need to provide Project Engineers, Office Engineer, Chief Inspector, Inspectors with varying NICET levels, and a scheduler as needed. The estimated contract value is up to $4 million over a three-year term, with two optional one-year extensions at the Authority’s discretion. To be considered, a firm’s Letter of Interest (LOI) must comply with formatting and submission requirements, confirm business and professional registrations, and include an organizational chart. Required forms include disclosures under State Finance Law §§ 139-j, 139-k, and 139-m, a certification of compliance with lobbying restrictions, and others. Firms must demonstrate understanding of the assignment, list involved firms and staff, detail qualifications and assignments, and address Minority/Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) participation goals (30% MWBE, 6% SDVOB). Firms must also certify compliance with sexual harassment prevention policy and, if required, environmental reporting (EPDs) and prevailing wage rate requirements.
