The project involves providing construction material testing services for the Arterial Streets Resurfacing 2026 project in Pullman, Washington. The project scope includes resurfacing 1.4 miles of urban arterial streets by grinding and mixing the existing hot mix asphalt (HMA) and base rock, roadway excavation/embankment, shaping and compacting the base, and paving with 5 inches of new HMA. Additional work includes reconstructing existing curb ramps to ADA guidelines, installing a new concrete bus pullout, and other related tasks. The consultant is required to provide compaction testing of base rock and HMA, sample and test HMA gradation and oil content, and perform cast-in-place concrete compressive strength testing as well as field observation/testing (including air content, slump, and temperature). To be considered, one digital copy of the proposal must be submitted to the City of Pullman Public Works Department by the specified deadline. Proposals are to be limited to five pages, excluding title page, table of contents, references, and resumes. The evaluation criteria include firm and principal qualifications, project understanding and approach, qualifications of the project team, recent similar project manager experience, fee estimate, and notification requirements and estimated response time. Shortlisted consultants will participate in a telephone interview.
