A brand name or equal requirement will be included for the Monaco Fire Alarm Transceiver and Fire Panel, including the Monaco D-21 fire alarm radio receiver and the Monaco MAAP-X panel or the newest version, for use in the construction of the FY26 project titled "Construct Hydrant Fueling Facility - Area C (DESC2506), Fairchild ANG, WA." This requirement is necessary to meet fire alarm panel standardization mandated by the Fairchild AFB Design Guide (2022) and authorized by the AFCEC/CO memorandum dated 19 May 2023. Fairchild AFB uses the Monaco D-21 system exclusively, and all new fire alarm panels and devices must be compatible to ensure proper integration with the existing master fire alarm reporting system. The new facility's transceiver must be capable of transmitting a Zone Identification (ZID) to the Monaco D-21 VHF Radio Alarm System operating at FM frequency 138.925 MHz. Standardization is required for compatibility with existing equipment, software, and service contracts; use of a different system would necessitate adaptive software or additional equipment, causing substantial duplication of costs for installation, training, and reprogramming. The Method of Contractor Selection has not been determined at this Time.
