Bid Documents are provided electronically and include Instructions to Bidders, Bid Proposal Certification Form, General Conditions of the Contract and Division 1 - "General Requirements", Supplemental Conditions, Drawings and Specifications, and Addenda or bulletins issued prior to the proposal opening date. The documents are for internal use in the preparation of bids and may not be distributed except for this purpose. Bidders must prepare and submit their Base Bid electronically through the project management Bid Portal, along with the required information such as Bid Proposal Certification Form, Bid Bond, Bond Surety Company, Bonding Rate for Change Orders, Proposed Project Team and Resumes, Proposed Project Schedule, and Substitutions. Alternate proposals must include all associated overhead, profit, and expenses. It is the intent to enter into a contract with one general contractor for the entire project, who will provide all labor, services, materials, and supplies as required by the contract. The award will be made to the lowest responsive and responsible base bid. The owner reserves the right to reject any or all proposals and to waive any informalities. The bidder's proposal shall remain valid for ninety (90) calendar days following the bid opening date.
