The improvements proposed for this project include construction of an asphalt trail and associated amenities, lighting, and signage. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities. Bids shall be submitted on the bid form included in the project manual and on Indiana Form No. 96 and accompanied by the required non-collusion affidavit and a financial statement. Each bid shall be accompanied by an acceptable bid bond, in a sum of not less than five percent of the total bid amount. Bids shall be in sealed envelopes, marked with the name and place of business of the bidder, and clearly marked "Sealed Bids - Bremen Greenway Trail Project, DO NOT OPEN." Any bid received after the time and date specified shall not be considered. No bid shall be withdrawn after scheduled closing time for receipt of bids for at least sixty days.
