The Solid Waste Authority of Central Ohio (SWACO) is accepting sealed bids from qualified contractors for the South Cap Closure Phase II Construction Project. Bids must be received by SWACO no later than 1:30 p.m. (EST) Friday, April 17, 2026. SWACO reserves the right to reject any and all bids and to waive minor irregularities or informalities in the selection process. The Project scope includes, but is not limited to, excavating and filling to attain base of recompacted soil barrier ("RSB") grades, exposing the perimeter of the existing bottom liner system, installing a gas collection pipe, a low density polyethylene liner, installing double-sided geocomposite, installing system to outlet the geocomposite layer, installing protective/vegetative cover, installing structural fill and aggregate to form an access road on the cover system, installing surface water controls, installing HDPE perimeter gas header, and other associated work. Summary of Work. The Project generally consists of constructing 0.7 acres of final cover over a portion of the south slope and Gas Collection and Control System ("GCCS") perimeter header installation. The Project scope includes, but is not limited to, excavating and filling to attain base of recompacted soil barrier ("RSB") grades, exposing the perimeter of the existing bottom liner system, installing a gas collection pipe at the top of slope at the limits of waste, installing eighteen inches (18") of RSB, installing a forty- (40)-mil linear low density polyethylene liner, installing a three hundred (300) mil double-sided geocomposite, installing system to outlet the geocomposite layer, installing thirty inches (30") of protective/vegetative cover, installing structural fill and aggregate to form an access road on the cover system, installing surface water controls, installing twenty-four- (24)-inch HDPE perimeter gas header, and other associated work.
