If bid proposals are shipped and/or mailed, bidders are strongly advised to ship or mail bid proposals via USPS, UPS, FedEx or any other authorized carrier able to track bidders' bid proposal package. Bids must be submitted before the hour and date of the bid opening. Bidders shall be responsible for timely delivery of their bid proposals in advance of the bid opening date. All bids received after the time stated in the Notice to Bidders will not be considered and will be returned to the bidder. All bidders assume the risk of any delay in the mail, delivery or handling of the mail by employees of the Owner. Regardless of whether the bid proposal is sent by mail or by means of personal delivery, bidders assume responsibility for having bid proposals deposited on time at the place specified.
