PREQUALIFICATION QUESTIONNAIRE PACKAGE DEADLINE:2:00p.m.of the 3rd day of April, 2026 All bidders must be prequalified in accordance with Public Contract Code section 20111.6 prior to submitting a bid. Contractors not prequalified within the past twelve months must submit a Prequalification Questionnaire Package online. Mechanical, Electrical, or Plumbing subcontractors (requiring C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, or C-46 licenses) must also be prequalified. Bidders for Bid Package #1 General Construction must complete the General Construction Requirements (Exhibit F) and return the form with their bid. Each bid must be accompanied by bid security of not less than ten percent (10%) of the total bid price. All contractors and subcontractors must be registered with the Department of Industrial Relations (DIR) to submit a bid and must pay not less than the prevailing wage rates. The successful bidder and all subcontractors are subject to oversight, monitoring, and enforcement of prevailing wage requirements and must submit certified payroll records. Pursuant to Public Contract Code Section 22300, successful bidders can substitute securities for retention monies or have retentions paid directly into escrow. Bidders must also meet requirements regarding the Disabled Veteran Business Enterprise (DVBE) Program. Bids must be hand-delivered on the date of the bid opening, with no early submissions accepted. The minimum required license for the General Construction bid package is a "B" classification license. No bid may be withdrawn for sixty calendar days after the opening of bids. The District reserves the right to reject any or all bids or waive irregularities or informalities in any bid or in the bidding process.
