Site work and new construction of a municipal facility in Goochland, Virginia. Completed plans call for the construction of a 75,000-square-foot municipal facility; and for site work for a municipal facility.
County will assume no responsibility for oral instruction or interpretation. Questions must be received by March 12, 2026, at 11:00 a.m. LPT The County seeks to retain a qualified Owner's Representative (OR) to act as the County's professional advisor and representative in connection with the planning, procurement, design, and construction of a new approximately 75,000 square foot courthouse facility. The Owner's Representative shall provide independent, objective guidance and oversight to protect the County's interests throughout all phases of the Project. The selected firm shall serve in a fiduciary advisory capacity to the County and shall not perform design or construction services for the Project. Phase I - Pre-Development & Delivery Method Advisory The Owner's Representative shall: Assist the County in evaluating and recommending an appropriate project delivery method (e.g., Construction Manager at Risk, Design-Build, or other authorized methods). Develop and/or validate preliminary project budgets and cost models. Assist in establishing a master project schedule. Identify project risks and develop a risk allocation matrix. Develop procurement documents for architectural/engineering and/or construction services. Support evaluation of proposals and participate in interviews as requested. Provide written recommendations to County administration and the Board of Supervisors. Phase II - Design Oversight The Owner's Representative shall: Assist with programming validation and space needs confirmation. Develop the Request for Proposals (RFP) for Conceptual Phase Review design submissions for completeness, constructability, and alignment with budget. Monitor cost estimating and value engineering efforts. Track scope changes and budget impacts. Coordinate with key stakeholders including judiciary, Clerk of Court, Sheriff's Office, and County administration. Monitor design schedule and milestone compliance. Provide regular written progress reports to the County Phase III - Construction Oversight The Owner's Representative shall: Monitor construction progress for adherence to schedule and budget. Review pay applications for accuracy and completeness. Review and evaluate proposed change orders and contingency usage. Monitor compliance with contract documents. Attend progress meetings and provide independent reporting to the County. Assist in resolution of disputes, claims, or cost issues. Track project financial status and provide budget reconciliation reports. Provide monthly written reports suitable for presentation to the Board of Supervisors. Phase IV - Closeout & Commissioning The Owner's Representative shall: o Monitor substantial completion and final completion milestones. o Oversee punch list tracking and resolution. o Assist in commissioning coordination. o Verify receipt of warranties, as-builts, O&M manuals, and closeout documentation. o Provide final project summary report General Requirements The Owner's Representative shall: o Act solely in the best interests of the County. o Maintain independence from any design or construction firm involved in the Project. o Provide experienced personnel with demonstrated courthouse or justice facility experience. o Be available for meetings with County staff and Board members as required.
