Sealed bids are to be submitted with the project title and bidder's name on the envelope. Bids must be made using the enclosed bid forms and accompanied by a cash, certified or cashier's check, or bond guarantee for at least ten percent (10%) of the proposed amount, payable to the City of Yorba Linda. This guarantee will be forfeited if the awarded contractor fails to enter into the contract. All guarantees are held until the contract is executed. The City reserves the right, after opening bids, to reject any or all bids, delete portions of the work, award to the lowest responsible bidder, waive informalities, accept any bid or portion thereof, or take all bids under advisement for forty-five (45) days. Bids are compared based on the items of work shown on the Bid Sheets. Only appropriate Plans, Specifications, and items of work apply to the work as bid. At the time of contract award, the Contractor must possess a State of California Class A or B Contractor's License for the work, and all subcontractors must have equivalent licenses for their trades. The Contractor and all subcontractors must obtain a valid City of Yorba Linda business license prior to work commencement. The agency reserves the right to reject bonds if the surety's acknowledgment is not in the proper form. Contractors and subcontractors are required to pay not less than the prevailing per diem wage rates as determined by the State Director of Industrial Relations to all workmen employed for the contract. Disadvantaged Business and Women's Business Enterprises are encouraged to submit bids and will not be discriminated against based on race, creed, color, or national origin in consideration for an award.
