This project will add access controls to the following campuses : Russell Center ( 1 building ) , Valley Oak (3 buildings ), Laurel North (3 buildings ), Somerset North (7 buildings ), Somerset South (5 buildings ) and McCreary Center (2 buildings ) . The project aims to enhance campus security by installing a comprehensive access control system on all exterior doors . This system will incorporate exit motion sensors to monitor movement , card readers to regulate authorized access , and magnetic locks to secure entry points . Additionally , the system will feature a lockdown capability , allowing security personnel to secure all exterior access points in emergency situations , thereby preventing unauthorized entry and ensuring safety across the campus . The implementation process will involve installation , testing , and staff training . All bids shall be accompanied by a bid guarantee (in the form of a bid bond or certified check ) of not less than five (5 % ) percent of the amount of the lump sum base bid . A 100 % Performance Bond and a separate 100 % Payment Bond shall be furnished by the successful bidder . All bonding and insurance requirements are contained in the Instructions to Bidders and / or General Conditions . Bonds should be executed by a surety company authorized to do business by the Kentucky Secretary of State and the Kentucky Department of Insurance within the Commonwealth of Kentucky . The Kentucky Community & Technical College System reserves the right to reject all bids and to waive all informalities and / or technicalities where the best interest of the Commonwealth may be served .
