Contractor will apply each of the following requirements for one applied annual maintenance service for each listed park. The contractor must have a minimum of five years of experience providing similar services and provide at least three names and addresses for verification and contact. The athletic field maintenance requirements are to clean the athletic field and decompact turf surface, magnet sweep, inspect playing turf and seams for damage and repair as necessary, disinfect, test G-Max, and provide a field report. Field cleaning requirements include decompacting infill with a power broom, vacuuming debris, leaves, dust, lint, human hair, and dander, and brooming to rejuvenate fibers and attractiveness. A high-powered magnet sweep is required. All-purpose field disinfectant must be applied per manufacturer’s recommendations, or City approved equal, to eliminate bacteria and pathogens. Turf inspection and repair requirements include inspecting turf and seams and repair as necessary, inspecting turf and repairing burned areas as necessary, and applying infill to maintain density per a specified chart. G-max impact testing is required per ASTM F1936-10 & F1936-19 standards by an IPEMA certified technician. A detailed assessment of the turf must be provided, including overall condition, number of tears, rips, damage and method of repair, turf pile height, infield levelness and depth, areas of excess wear, and recommendations for enhancing playability and prolonged usage. Bidders are required to comply with all instructions in the documents and submit all necessary forms including U.S. Manufactured Products Preference Certification, Bid Acknowledgement Form, Affidavit of Non-Collusion, MBE-WBE-VBE-DOBE, Nepotism, and Exception Sheet. Pricing must be firm for the first year, with an escalator clause allowing up to a 5% increase over the term per documented cost increases. Bidders must state any percentage discounts off manufacturer’s printed price list or provide parts and materials at actual cost with documentation. Bids may be extended to political subdivisions in Indiana if agreed, but the City of Indianapolis does not accept responsibility for purchase orders issued by other political subdivisions. Bids that do not comply with mandatory requirements may be rejected. The City reserves the right to reject any and all bids, waive terms and conditions, and split or not split awards as advantageous to the City. All exceptions to specifications and terms must be clearly noted in the bid. Proof of insurance may be required at award.
