The Project is located on private property approximately 2 miles west of the City of Ferndale. The Project generally includes excavation to restore tidal channels, reuse of onsite excavated sediments to construct berms and habitat features, access improvements, tide gate improvements and placement of seed and straw mulch. Oral responses are not authorized and are not binding on the District. Bidders should submit any such written inquiries at least five Working Days before the scheduled bid opening. Any bid protest against another bidder must be submitted in writing and received by District at jill@hcrcd.org before 5:00 p.m. no later than two Working Days following bid opening Bidders must possess a valid California contractor's license for the required classification(s), and all subcontractors must be registered with the California Department of Industrial Relations. Sealed bids must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier's or certified check or a bid bond executed by a licensed surety. The successful bidder will be required to provide performance and payment bonds for 100% of the contract price. The contract is subject to prevailing wage requirements and compliance monitoring. Each bidder must submit a completed subcontractor list, including specified details for each subcontractor performing work exceeding one-half of 1% of the total bid price.
