This statewide contract enables purchasers to obtain roadway maintenance products including emulsions, sealants, and other items typically used by the Washington State Department of Transportation as well as Washington counties and cities responsible for road maintenance. Product requirements include compliance with the Standard Specifications listed in the WSDOT Materials Lab QPL, the 2026 Standard Specifications, and RCW 70.295 for stormwater pollution related to coal tar. Up to three main awards and one reserved award per line item, per region may be made. Vendors must pay a 1.5% management fee on all sales, which cannot be added as a line item on invoices. Evaluation will be based primarily on lowest total price, with additional points for certifications, environmental preferences, and other compliance considerations. Bidders must regularly check for new documents or updates and are encouraged to reach out to the APEX Accelerator for assistance in completing their bid.
