The City of Lancaster, PA is seeking competitive bids for the installation of a 42-inch Raw Water Transmission Main from the Susquehanna Low Service Pumping Station on the Susquehanna River to the Susquehanna Water Treatment Plant, covering approximately 7,750 linear feet of large diameter piping. The work includes installation of transmission main and associated components, modifications to surge relief valves, tie-in to the existing raw water main, installation of temporary items for construction, installing, testing and disinfecting of fittings and pipe, securing all improvements, and restoring the area to pre-construction conditions. Materials (pipes, valves, and appurtenances) will be provided by the City. The contractor must comply with all applicable non-discrimination laws, prevailing wage requirements, the Steel Products Procurement Act, and Build America, Buy America provisions requiring all iron, steel, manufactured products, and construction materials to be produced in the United States. The City will determine the lowest responsible bidder based on factors including quality of services, responsiveness, past performance, compatibility, and ability to handle the work volume. The City reserves the right to reject any bidder lacking satisfactory qualifications, or to reject any or all bids if it is in the City's best interest, including waiving technical defects or informalities as necessary.
