The City of Spokane Valley is seeking qualified companies to provide a School Zone Automated Speed Enforcement System for designated school zones. The work includes analyzing appropriate locations, installing, implementing, training, and maintaining necessary hardware, software, and supporting services for the system. The program must be compliant with Washington State RCW 46.63.210 et seq., and proposals must be for a complete turnkey operation. The vendor is responsible for all costs exceeding revenues; the City retains revenues exceeding expenditures. Services include implementation of a compliant program, completion of required state analysis and reports, installation and maintenance of all necessary equipment, provision of scanning LIDAR camera or equivalent systems capable of capturing multiple digital still photographs, training of city personnel, software for infraction processing and evidence preparation, ticket delivery to violators, methods for electronic data submission to courts, and support for relocation or removal of camera systems as needed. The City may expand the program to additional corridors during the contract term. Bidders must submit statements of qualifications, business statements for all consultants, and ensure submittals include firm and key personnel information, as well as information for any subconsultants. Submission of cost proposals must be separate from the statement of qualifications.
