Technical questions may be directed to Kim.Coleman@lansingmi.gov The City of Lansing, through its Human Relations and Community Services (HRCS) Department, is seeking proposals from qualified organizations to manage the campus and operations of the NOVA Lansing Housing Initiative, an innovative, non-congregate transitional housing program designed to provide a safe and supportive environment for unhoused individuals participating in the Nova transitional housing program. In addition to providing security and maintaining the campus, the contracting agency will operate and manage a pod-based living arrangement designed to foster community integration, safety, and positive program outcomes. Goals include achieving housing stability, preparing for rapid re-housing, providing access to supportive services, case management, life skills training, employment readiness, and collaborating with local service providers. The Nova pod community will house up to 66 individuals across 50 pods, including 34 single-occupancy pods and 16 double-occupancy pods. Participants may stay in the program for 6 to 24 months, with extensions considered on a case-by-case basis to ensure continuity of care and a successful transition to permanent housing. This initiative is more than just shelter - it offers a full path to independence. Residents will get intensive case management and housing navigation, plus access to workforce development, job training and placement, financial literacy classes, help with social security and disability benefits, and support with basic needs, hygiene facilities, and transportation. The aim is to give each person the tools and resources they need for lasting housing stability and self-sufficiency. The NOVA Lansing Housing Initiative is dedicated to creating a safe, welcoming, and trauma informed environment where guests feel respected, supported, and empowered to heal and grow. Through strong partnerships with local agencies and service providers, this program will offer comprehensive services that address needs, remove barriers, and build sustainable futures.
