Preject has been Cancelled The purpose is to enter into a contract to provide mastication services for 103 acres in Iron County according to specified requirements. A contract will be awarded to the lowest cost responsive and responsible vendor, using lowest cost per acre as the determining methodology. Vendors must guarantee their pricing through completion of the project. Project performance time is from April 1, 2026, through June 25, 2026. There is no mandatory site visit required. Question Deadline 03/26/2026 at 2:00 PM MT Online Portal The project area lies approximately 4-5 air miles east and south of the town of Parowan, Utah. (Iron County, Utah). Introduction: Utah Division of Forestry, Fire, and State Lands(UFFSL) is acquiring services in this contract to provide for wildfire hazard reduction and improved wildlife habitat by mechanically removing/shredding standing live and dead pinyon pine and juniper trees and saplings, with a wheeled or tracked MECHANICAL MULCHING/SHREDDER (Bullhog). Bids should be submitted on a per/acre basis and total cost basis. Per acre and total bid prices will include all mobilization and operation costs. There will be no fuel surcharges or adjustments negotiated. There will be no government provided materials for this project. Services in this contract to provide up to 103 acres of mechanical thinning and mastication as identified on attached site maps. SECTION I - CONTRACT REQUIREMENTS SITE SPECIFICS: A. Location and Description: This project ranges from approximately 4-5 air miles east and south of the town of Parowan, Utah. The project area lies between Grimshaw Road (south of Second Left Hand Canyon) north to a private parcel east of Coop Valley Sinks. Please see the attached maps. It is required that boundaries be located by the contractor or sub contractor via GPS or by using the PDF maps attached and the Avenza maps app on a device that runs the application such as a smart phone or tablet. The work locations are shown on the site maps. Approximate Acreage: 103 Access to the site: Access onto the project site is provided by a combination of paved highways, county dirt surface roads and jeep trails. Four (4) wheel drive vehicles are recommended in and around the project area. It will be the contractor's responsibility to get the equipment to the work site. SPECIFIC TASKS: Work Limits: Only areas shown on the Project Map will be treated. Treatment and non-treated areas within the project area may be flagged and/or described verbally. A shapefile for GPS and a PDF map of the project area will be provided prior to work beginning. It will be the contractor's responsibility to furnish either a GPS unit(s) or smartphone(s)/or other electronic equipment capable with PDF map application to be utilized in identifying project boundaries. Contractor(s) will be responsible to download all needed shapefiles/PDFs using their own devices. Shapefiles/PDFs will be provided in email upon request. Government staff may physically identify unit boundaries for the work executed under the contract or may rely on the Project Map and associated GPS shapefile as adequate boundary markings. The Project Manager and Contractor will identify an estimated start date for work to begin on the project. The Project Manager will provide Contractor with a Notice to Proceed prior to the estimated start date if site conditions are suitable to initiate work. Upon receiving the Notice to Proceed, the Contractor shall promptly enter the project area, locate treatment boundaries, locate control points, section corners, take such action to prevent their destruction, and begin treatment work. Bowery Creek Mastication Phase II - Private, 103 acres: ALL junipers and mahogany will be masticated within the project area unless designated as a leave tree. ALL Pinyon trees with a diameter at breast height (DBH) less than 16 inches will be masticated. ALL Dead, dying and diseased trees will be masticaticated Trees will be completely masticated leaving a MAXIMUM stump height no greater than 6 inches measured on the uphill side. ALL branches below the stump cut must be severed. ALL surplus vegetation and slash shall be mulched or cut, such that no woody piece is greater than 3 feet in length. Trees, or saplings, that cannot be removed by bullhog machinery must be removed by a hand crew utilizing chainsaws or loppers. Mulch depth shall not exceed three (3) inches. If mulch exceeds three inches in depth the Contractor shall spread the mulch either mechanically or by hand. The Project Inspector will make tests to determine the uniformity of the mulching operation. Servicing, refueling, or staging of equipment within 150 feet of all riparian areas is prohibited without authorization from the Project Manager. 1. Use of ground mastication equipment will be restricted during periods of wet soil. This is defined as any time the equipment ruts greater than 2 inches in a moist soil. 2. Machinery will avoid springs, seeps, and wetlands. 3. Fences, gates, water developments, ponds, pipelines and other infrastructure will be avoided and any damages will be repaired by the Contractor. 4. Damage to non-target trees should be avoided to the greatest extent practicable. 5. Parking and staging areas need authorization from the Project Manager.
