No oral responses to any questions concerning the content of the Contract Documents shall be given and all questions relating to interpretation of the Contract Documents or proposed products must be submitted in writing at least 5 calendar days prior to the scheduled Bid opening date. Sealed Bids shall be received from qualified Bidders for the "HMGP Acquisition/Demolition Project - Renovo Borough, Clinton County, PA" and all appurtenant work, in strict accordance with the Contract Documents. The location of the work involves 16 properties located at addresses on 14th Street in Renovo Borough. All 16 structures are connected and consist of one building plus rear garages and other structures. The Contractor is responsible for obtaining and paying for any required permits. The work comprises the demolition of all structures, garages, sheds, other ancillary property structures, and private sidewalks (public sidewalks to remain), capping water and sewer laterals at the curb line (in coordination with public works), bringing one water and sewer lateral in the middle up to a 3' grade and capping it, removal of rubbish, asbestos abatement as needed, property restoration, and all appurtenant work for a complete job. All structures have been declared unsafe to enter for asbestos testing, and an Engineer's Certified Asbestos Inspector will be onsite during demolition. All building materials must be kept adequately wet at all times to prevent the release of particulates, and demolition must cease if visible emissions from asbestos-containing materials are observed until the situation is resolved. There will be no pre-bid walk through of the project site; however, photos are provided in an appendix, and each Bidder may visit the site at their convenience. Instructions to bidders include submitting hard copies of bids in sealed envelopes marked accordingly and submitting online bids via PennBid. The Contractor will be responsible for adhering to all regulations and guidelines as specified in the contract documents, including asbestos and demolition regulations.
