The project consists of the multi-year design and build of fire alarm systems across the district, based on budgetary constraints. It will be carried out under a design-build contract using a master agreement structure covering a series of fire alarm replacement school projects, each subject to individual Guaranteed Maximum Price (GMP) Work Authorizations and continued funding. The design-build contractor will first carry out overall scoping, validate existing conditions, and develop site-specific requirements for each school during a preconstruction/programming phase. Each school project will then be implemented through individual Work Authorizations with its own GMP, schedule, specifications, subcontractor team, and completion requirements. The master agreement does not obligate the district to assign all projects to the selected contractor. The scope includes the removal and replacement of fire alarm control panels and associated system components, integration with existing infrastructure, code compliance upgrades, testing, commissioning, and continuity of monitoring. Minimum performance-based requirements are set forth in Division 0-33. Bidders must be licensed by the Oregon Construction Contractors Board, comply with applicable wage laws, and submit a First-Tier Subcontractor Disclosure Form if the contract exceeds $100,000. All bids shall remain firm for thirty days after the closing date. The district reserves the right to reject any or all bids and to postpone the award of the contract for thirty days.
