The Howard Bend Levee District in Maryland Heights, St. Louis County, Missouri is requesting qualifications for engineering services to assist with the Creve Coeur Creek Outfall Improvements. The proposed project is a design-build construction of a large-multi barreled gravity drain system (Four (4) - 10ftx10ft concrete box culverts with backflow prevention gates) and a large 500-cfs pumping station at the Creve Coeur Creek discharge point to the Missouri River. The engineering services requested include Owner's Representation / Construction Management. Specifically, these services may include assisting the District in navigating project funding sources / requirements, coordination with funding agency, development of solicitation for design-build teams, bidding services, Owner's representation and coordination with design-build team, construction administration services (i.e. construction progress meetings, schedule reviews, submittal coordination, etc.). The selected engineering firm shall review that facility plans and engineering reports developed for the project adhere to 10 CSR 20-8.110 Engineering - Reports, Plans, and Specifications. These services will be required beginning in May 2026 and running through project construction, which is likely to run into 2028. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
