Renovation of a military facility in Nags Head, North Carolina. Completed plans call for the renovation of a military facility.
In accordance with FAR 12.301(b), the following is a brief explanation of the award. No other oral or written debriefings will be given. Rationale of Award: Thirteen quotes were received in response to the solicitation. Solicitation provision 52.212-2 provided the evaluation criteria for award. Pursuant to the provision, quotations were evaluated in an efficient and minimally burdensome fashion. The Government evaluated the quotations submitted against the evaluation criteria of Technical Capability and Price. The Government made an award to the offeror who provided the lowest priced technically acceptable quote. Koala Construction and Roofing was the lowest priced quoter who provided a technically acceptable quote and all of the documentation required in the solicitation, including the Bid Bond requirement of solicitation provision 52.228-1. Amendment 0001 attaches questions and answers received in response to the solicitation. The RFQ due date and time is extended to April 24 at NOON ET. No other amendments to the solicitation are anticipated. Contractor shall provide all labor, supervision, equipment, and materials necessary to replace the gutter systems and paint the exterior of the main building in accordance with the attached Statement of Work. All work must be performed on site and completed in compliance with project specifications and applicable construction standards. **Location:** USCG Station Oregon Inlet, 8700 Coast Guard St, Nags Head, NC 27959 The contractor shall begin performance within 30 calendar days and complete it within 84 calendar days. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON ET APR 16, 2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. PR#37600PR260000028 & 37600PR260000027 General Requirements This scope of work is specified by project for clarity. The contractor is responsible for all materials, labor, and equipment required to complete the work as described below. 3.1 Main Building Gutter Replacement 3.1.1 Gutter System Removal The contractor shall remove all existing gutters and downspouts from the Main Building. Upon removal, all attachment holes on the substrate shall be filled and sealed with an appropriate exterior-grade sealant. 3.1.2 Substrate Repair In the event that any rot or unsuitable substrate is discovered during the removal process, the contractor shall immediately notify the client and provide a cost estimate for the necessary repairs. No repair work shall proceed until the client provides written authorization via a formal bilateral modification. This authorized work shall then be considered an extra to the contract, and the cost must not be exceeded. 3.1.3 New Gutter Installation Fabricate and install approximately 450 linear feet of new, white, seamless aluminum 6" K-style gutter. Gutters are to be fabricated on-site to match actual eave lengths. New gutters are to be installed using hidden hangers spaced at 24 inches on-center. Fabricate and install custom splash guards at all inside mitered corners. 3.1.4 New Downspout Installation Install approximately 420 linear feet of new, white aluminum 3" x 4" downspouts. The total linear footage will be distributed across nineteen (19) separate downspout locations. All downspouts that terminate at grade level shall be cut to maintain a clearance of 6 inches from the ground. 3.2 Main Building Paint 3.2.1 General Requirements This scope of work is focused on the main building only. It is to be noted that for proper paint application, ambient temperatures must be consistently above 50F. Contractor must also anticipate that access t certain areas may be limited at various times. 3.2.2 Exterior Washing The contractor shall softwash the full exterior of the building. This includes all fascia, soffit, and siding, ensuring they are free of all build-up and debris. 3.2.3 Siding and Trim Repair In the event that any rot or unsuitable siding/trim is discovered, the contractor shall immediately notify the client and provide a cost estimate for the necessary repairs. No repair work shall proceed until the client provides written authorization via a formal bilateral modification. This authorized work shall then be considered an extra to the contract, and the cost must not be exceeded. 3.2.4 Exterior Painting The contractor shall paint the following exterior surfaces: o Approximately 1,070 linear feet of existing fascia and 1,150 square feet of existing soffit with exterior white paint to match the existing color. o Approximately 3,020 linear feet of exterior window, door, and corner trim with exterior white paint to match the existing color. o Approximately 7,560 square feet of existing siding with exterior blue paint to match the existing exterior color. 3.2.5 Site Cleanup Upon completion of all work, the contractor shall clean the job site and dispose of all job-related debris in a proper manner
