Three separate guardrails throughout the City of Palo Alto have been damaged and are in need of repair. Two have been damaged by vehicular strikes and one due to concrete spalling and environmental exposure. The project is to demolish and remove the damaged portions of these guardrails and reconstruct them using updated designs and materials. Two of the guardrails will be a part of the base bid and one will be an add alternate. The project will incorporate the designs, drawings, and specifications provided to demolish, remove, and replace the damaged sections of guardrail and concrete at the Alma-Oregon overpass and the University-Alma overpass, with an add-alternative option for the Park-Oregon overpass. Each location will require specific traffic control and logistics plans as outlined in the project specifications for contractor and public safety, as well as demolition of the existing damaged structures, and repair and/or replacement of those structures and concrete supports. The Oregon-Alma overpass location includes the demolition and replacement of approximately 16 feet of guardrail and concrete curb, 125 square feet of concrete sidewalk, and an additional 25 feet of concrete curb. Bidders must possess a valid State of California Class A Contractor's License. Bid security in the amount of not less than ten percent (10%) of the aggregate amount of the bid, including all bid alternates, is required for bids in excess of $25,000. Each bid must be accompanied by a completed Bidder's Questionnaire. Alternate bids will not be considered unless specifically solicited. All add alternates must be bid. The project is subject to prevailing wage requirements under California law.Bid security shall be submitted as either surety bond substantially in the form attached to this IFB, or delivered separately on or before the Bid due date in the form of a certified check or cashier's check with reference to this Bid number and project name. The Bid Security of Bidders who do not qualify as the lowest responsible bidder shall be returned to such Bidders no later than sixty (60) days from the date of award of contract unless extended by written agreement. Within ten business days of award, the selected bidder must furnish performance and payment surety bonds, each in the amount of 100% of the contract sum. The contractor must maintain specified insurance and comply with all labor, wage, and employment requirements detailed in the instructions. Submission of false or incomplete information may be grounds for rejection or disqualification. It is anticipated that Work on the Project will be required to commence on or about September 21, 2026. The anticipated time of completion is within one hundred twenty (120) calendar days after the commencement date specified in City's Notice to Proceed. Nothing in this provision is intended to bind the City to require commencement of the Work by the preceding time.
