The New Hampshire Fish and Game Department is seeking a qualified consultant or team of consultants for engineering and technical support, community engagement, and permitting related to improving fish passage at the Winnicut River Fishway in Greenland, NH. The consultant will coordinate with a Technical Advisory Committee (TAC) consisting of various agencies, convening five meetings at key project points. The scope of work includes the assembly of topographical and geospatial information about the landscape, a review of existing surveys, and the gathering of additional bathymetric data as needed. The vendor will perform hydrology analysis using publicly available freshwater and tidal data, procure new site-specific water level data, and use 3D and/or Computational Fluid Dynamics (CFD) hydraulic modeling to represent current and future conditions of the fishway. The consultant must demonstrate best practices for model calibration and provide computational backup. Recommendations on changes or alternatives to the project scope are welcome in the response. NHFG reserves the right to reject proposals, eliminate tasks, or modify the scope depending on prior or ongoing task outcomes. The selected firm must enter into a contract certifying eligibility for State funding and compliance with grant-related rules. Proposals will be scored, and selected consultants may be interviewed either remotely or in-person. The highest-ranked consultant will be invited to negotiate the final project scope and cost, with negotiations favoring discrete work segments in the schedule and budget. If an agreement cannot be reached, negotiations will proceed to the next candidate until a contract is finalized.
