The Monroe County School District (MCSD) is seeking qualified vendors to provide comprehensive Building Fire Alarm Service, including inspection, maintenance, repair, testing, and annual certification of fire alarm systems at district facilities. The selected vendor must ensure compliance with applicable codes and regulations and maintain optimal safety conditions for students, staff, and facilities. The work must be performed in accordance with standards such as NFPA 72, NFPA 70, UL standards, OSHA regulations, and all relevant local and state fire safety codes. Required services include annual inspections, testing, and preventative maintenance of all fire alarm systems, visual inspection of components, testing of initiating and notification devices, verification of power supplies, and inspection of wiring and connections. Maintenance responsibilities extend to replacing defective components, reprogramming control panels, upgrading outdated systems, and documenting all work performed. Vendors must employ certified technicians experienced in inspection, testing, maintenance, and repair of fire alarm systems. 24-hour emergency service with a maximum two-hour response time is required, as well as documented emergency response procedures and staffing capacity. The vendor must also maintain adequate inventory for timely repairs and submit comprehensive written reports after each inspection or repair. Initial inspections must be completed within 30 days of contract award, with repairs identified during inspections completed within 14 days unless otherwise approved. Scheduling of services must be coordinated with district personnel, providing at least two weeks' advance notice to minimize school disruptions. Vendors must meet or exceed performance standards for reliability, timeliness, and thoroughness of documentation. Proposers must submit detailed information on their staff qualifications, technical approach, emergency response procedures, scheduling, and pricing. Required documentation includes proof of current licenses (State of Florida EF license, Notifier Certified Dealer, FASA certification), insurance, and references. All subcontractors must be identified and approved. Vendors must comply with all applicable laws, maintain a drug-free workplace, and adhere to rules regarding conduct on school grounds, including background screenings and ID requirements for staff. Proposals will be evaluated based on personnel experience, technical approach, service capability, scheduling, pricing, and local preference.
