The Department of Public Works manages the City's Paving Program, which operates on a rolling three-year cycle. In addition to paving, the City updates its Pavement Management System (PMS): including inventory, assessments (such as the Pavement Condition Index), rehabilitation costs, prioritization, and schedule every three years. For this Pavement Evaluation Cycle, the City intends to engage the services of a highly qualified and recommended firm to collect current pavement condition data, calculate appropriate condition index scores, provide a GIS-based PMS that allows a more proactive life-cycle management environment, and from that PMS deliver a 5-year to 7-year Pavement Management plan report. The previous data management system was highly technical, not suitable for public display, and limited in flexibility for managing, presenting, and visualizing street conditions or tracking PCI trends following rehabilitation work.
