Renovation of a detention facility in Sumner, Illinois. Completed plans call for the renovation of a detention facility.
Replace multiple fire alarm systems throughout the entire facility including all initiation devices and notification appliances. Provide testing of monitoring of the Fire Protection system devices. Provide interconnection of all fire alarm control panels via fiber optic cables all reporting to the master fire alarm control panel located in the Administrative Building. Bids and bid modifications for this project will only be accepted via the CDB's e-Builder Bidding Program or via an alternative file transfer system (if experiencing a technical issue). No faxed bid modifications will be allowed. No in-person submittals of bids will be allowed. Bids and bid modifications will not be allowed via mail. To submit bids via e-Builder: o Click the URL on CDB's Bid Information webpage for the specific project for which you wish to submit a bid. A separate URL will be included with each bid opportunity. o Log into the e-Builder Bid Portal. If you have not previously used the Bid Portal, you may create an account by clicking the "Create Account" button on the login page and entering the required information. o For Step 1 Bid Form, vendors should enter bid amounts, including any alternates. o For Step 2 Response Documents, which is the second tab in the middle of the screen, vendors should upload required documents as a PDF. These documents include the Bid Form, Subcontractor Requirements, PC-2 Form, MBE WBE PBE VBE Program Requirements, Bid Bond, Standard Terms and Conditions, and Certifications and Disclosures. o For Step 3 Additional Information, the vendor must enter data about its organization, such as IPG Number and contact name. o After clicking Submit, an email will be sent to confirm receipt of the bidding documents. o It is the vendor's responsibility to ensure that its bid and all required documentation are attached in the portal. In the event technical errors prevent bid submission, the bidder must submit a screenshot of the error to CDB.CPO@illinois.gov prior to the bidding deadline. Once the error has been submitted, a vendor will be provided detailed instructions on submitting its bid or bid modification via an alternative file transfer system. CDB will evaluate the information provided and, in consultation with the CPO's office, determine if the bid should be accepted or rejected. Modifications or withdrawals to bids submitted through the e-Builder portal shall be made in the portal at any time prior to the bidding deadline. If technical errors occur during modification, the same alternative process outlined above applies. Minority, Women, Persons with Disabilities, and Veteran Business Subcontractor/Supplier Participation is Applicable. The participation goal percentages on the amount of the contract awarded by CDB for this project are: 12% Combined MBE/WBE, 2% Combined VBE/PBE. During the bidding period, any discrepancies or omissions in any of the documents or any doubt as to their meaning, should be reported to the Engineer who will, time permitting, issue a written instruction in the form of an addendum to all bidders of record. The Engineer will not be responsible for any oral explanations or interpretations of the documents.
