This project is a master planning effort to complete a plan for long-range Supervisory Control and Data Acquisition (SCADA) and communications improvements for water and wastewater utilities. It includes an assessment of all current systems and the development of a long-range approach for systems planning, integration, and cybersecurity improvements. The water system currently uses Aveva's system platform for SCADA, while the wastewater system uses Inductive Automation's Ignition system for SCADA. The goal is to provide a plan for transferring the entire system to Rockwell Automation FactoryTalk, with some facilities managed by PlantPAX. Relevant experience includes working with all three SCADA providers and knowledge of fiber network modification and improvement. An additional objective is for all water and wastewater facilities to communicate on a resilient, Town-owned and operated fiber network. A full description of project objectives and supporting documents will be provided to shortlisted firms. Sealed Statements of Qualifications (SOQs) must be submitted electronically as a single PDF file via the Town's electronic bidding platform. The SOQ must include all information listed in the RFQ, in the order specified, and follow the outlined format. Submittals not in full compliance will be considered non-responsive. All communications regarding the solicitation must go through the designated Procurement Officer. Any direct or indirect contact with other Town staff or officials about this solicitation is prohibited and will result in disqualification.
