The objective of this Project is to replace end-of-life mechanical infrastructure at PDRC through a phased approach that maintains continuous facility operations while improving system reliability, energy efficiency, occupant comfort, indoor air quality, and long-term maintainability. 2.2.1. The existing HVAC systems have reached end of life, resulting in reduced reliability, increased operating costs, and difficulty maintaining indoor environmental conditions. This Project will provide complete mechanical system replacement across three coordinated phases to improve energy efficiency, system reliability, occupant comfort, and long-term sustainability for the building. 2.2.2. Project documents for the three phases can have been included as Attachment A: Phase 1 Documents, Attachment B: Phase 2 Documents and Attachment C: Phase 3 Documents. 2.2.2.1. The City and County of Broomfield reserves the right to defer phases. 2.2.3. The Project is intended to modernize critical building systems, reduce lifecycle operating costs, and align the facility with the City's sustainability and greenhouse gas reduction goals. Awarded Contractors shall ensure the following occurs. 2.2.3.1. Coordinate work across all three (3) phases to avoid conflicts and ensure continuity of operations 2.2.3.2. Replace end-of-life mechanical equipment. 2.2.3.3. Improve system efficiency, reliability, and controllability. 2.2.3.4. Reduce energy use in alignment with City and State greenhouse gas reduction goals. 2.2.3.4.1. Installing high-efficiency equipment exceeding minimum IECC requirements 2.2.3.4.2. Implementing energy recovery ventilation 2.2.3.4.3. Converting select systems to air-source heat pump technology with gas backup 2.2.3.4.4. Improving hydronic system efficiency and temperature reset strategies 2.2.3.4.5. Reducing natural gas consumption where feasible 2.2.3.4.6. Optimizing building automation sequences for energy performance 2.2.3.4.7. Supporting electrification readiness where infrastructure allows 2.2.3.5. Modernize controls, sensors, safety devices, and mechanical infrastructure. 2.2.3.6. Provide full system commissioning, testing, and owner training. 2.2.3.7. Verify existing conditions prior to demolition or installation 2.2.3.8. Maintain safe access and protection for occupants and staff 2.2.3.9. Comply with all applicable local, state, and federal codes and standards The City and County of Broomfield is seeking a vendor to replace aging and failing mechanical equipment at the Paul Derda Recreation Center. The existing heating, ventilation, and air conditioning systems have reached end of life, resulting in reduced reliability, increased operating costs, and difficulty maintaining indoor environmental conditions.
