The project includes the reconstruction of Millard Ave, South Bridge Street, sections of Water Street, West John Street, Grand Street, West Caroline Street, West Charles Street, and Summit Street in the City of Markesan. The scope covers relaying existing sanitary sewer with 5,800 feet of 8-inch PVC sewer, relaying existing cast iron watermain with 6,600 feet of 6-inch and 8-inch CPVC watermain with valves and hydrants, removing and replacing curb and gutter and sidewalks, installing new road base with asphalt pavement, replacing sewer and water laterals, installing erosion control, installing traffic control, and performing yard restoration. Bids must be accompanied by bid security in the form of a certified check or bid bond equal to five percent of the maximum bid price, payable to the Owner as a guaranty that if the bid is accepted, the bidder will execute the contract documents and furnish the required contract security. If the successful bidder fails to execute the contract documents and provide the required contract security within 15 days after the notice of award, the Owner may annul the notice of award and the bid security will be forfeited. Bids may not be withdrawn within 60 days after the date of the bid opening. The Owner reserves the right to reject any or all bids, and to award the contract to the bidder, who in the judgment of the Owner, will best serve the interest of the Owner. The contract shall be subject to Davis-Bacon and Related Acts and federal wage determinations. Requirements under Build America, Buy America Act, Housing and Community Development Act of 1974 Section 3, Section 109, and E.O. 11246 must be observed. Disadvantaged Business Enterprises, including Minority-Owned and Women-Owned Business Enterprises, are encouraged to submit proposals.
