Engineer's Estimate $33,900,000.00 This project will replace existing potable water storage at 2321 Capital Avenue, Medford, OR with a new 12-million-gallon prestressed concrete tank, associated site piping, and new dechlorination facility. This project is partially funded by an EPA/WIFIA loan and will be subject to contract requirements associated with this program. The contractor shall provide everything necessary for construction of these improvements in Medford, Oregon with the exception of owner identified work. This work consists of but is not limited to: hazardous material remediation, demolition, excavation, backfill, tree removal, cast in place concrete, masonry, electrical, mechanical, communication, instrumentation & control, asphalt/concrete cutting, trenching, installation of piping and appurtenances, backfill, compaction, and restoration of roadways. The contractor and all subcontractors must be able to secure a City of Medford business license prior to construction. The contractor shall coordinate with Medford Water for field inspection and owner provided work as well as the City of Medford Public Works for work within the public right-of-way. To bid on this project, the contractor and/or its subcontractor, must be qualified to work within the City of Medford public right-of-way and must satisfy the prequalification requirements of these bid documents. Persons desiring to submit bids shall email prequalification forms. Each bid must contain a statement as to whether the bidder is a resident bidder. No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is registered in the State of Oregon with the Construction Contractors Board or licensed by the State Landscape Contractor's Board. If the contract is for a public improvement project subject to ORS 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. 276a), no bid will be received or considered by the contracting agency unless the bid contains a statement by the bidder that ORS 279C.840 or 40 U.S.C. 276a will be complied with. This project contains asbestos abatement work and the contractor or any subcontractor will be required to be licensed by the Oregon DEQ pursuant to ORS 468A.720. Notification to bidders of project addenda will only be made electronically on MW's website. Within two working hours after the date and time of the deadline when bids are due to a contracting agency for a public improvement contract, a bidder shall submit to the contracting agency a disclosure of the first-tier subcontractors pursuant to ORS 279C.370, if applicable. A surety bond, signed irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, cashier's check or certified check of each bidder shall be submitted with or posted for all bids as bid security unless the contract for which a bid is submitted has been exempted from this requirement under ORS 279C.390. The security may not exceed 10 percent of the amount bid for the contract. MW may cancel the procurement or reject for good cause any or all bids in accordance with ORS 279B.100. MW reserves the right to postpone the award of the contract for a period not to exceed 60 days. Statements made by MW's representatives at the conference or elsewhere are not binding upon MW unless confirmed by written addendum. All employers working under the contract are subject to the workers compensation laws of the State of Oregon. Temporary employees, leased workers and independent contractors do not qualify for MW benefits. Facsimile (FAX) proposals are not acceptable. Potential bidders will be responsible for all printing and production requirements for reproduction of the bid documents.
